NYC Annual Safety Mailings: A Practical Checklist for Property Managers
Annual safety mailings work best when owners and managers treat them as a complete workflow: prepare the notices, document delivery, track responses, and follow through on what each response requires.
Start with the right building and tenant information
Review your property list, apartment roster, mailing addresses, and contact details before preparing notices. Confirm which requirements apply to each property rather than assuming the same notice package fits every building.
For NYC lead-based paint requirements, coverage generally includes pre-1960 rental buildings and certain buildings constructed between 1960 and 1978 where the owner knows lead-based paint is present. Exemptions and building-specific circumstances matter.
Plan the January delivery and February response cycle
HPD’s annual lead notice guidance calls for delivery between January 1 and January 16 and collection of tenant responses by February 15. Use the required forms and languages, tell tenants how to respond, and retain proof of delivery and returned notices. A missing response needs documented follow-up; it should not be treated as confirmation that no child resides in the unit.
Turn responses into action
Keep a unit-level log of notices sent, responses received, reminders, and follow-up work. Route any reported condition or required inspection to the appropriate person and record its completion. Mailing a notice does not by itself complete every underlying inspection or repair obligation.
A practical mailing file
Keep the property roster, notice copies, delivery records, returned forms, non-response tracking, and follow-up documentation together. This makes handoffs between management, field staff, and compliance teams easier and gives you a clearer record when questions arise.
