The next annual mailing cycle brings a new task for NYC property teams. Start organizing your steam-heated buildings now so tenant responses lead to a clear inspection plan.

Who is covered?

Local Law 151 of 2025 covers multiple dwellings with three or more residential units and steam heating. Inspections are required at least every two years in apartments with a steam radiator where a child under six resides, and in common areas of those buildings.

The first annual notice cycle

January 1–16, 2027: provide the annual notice in English and Spanish, with two copies of each. Tenant responses are due February 15.

By March 1, notify HPD using its Tenant No Response Form for units with no written or verbal response by February 15 and no other knowledge of a child under six.

Build an inspection workflow

Check whether a qualifying inspection occurred within the past two years. Use a qualified inspector and retain qualification, inspection, and repair records. Defects trigger specific reporting and correction deadlines; review HPD’s full guidance before assigning work.

Our preparation checklist: identify steam-heated properties, assign a notice coordinator, organize prior inspection dates, and reserve inspection capacity. Give each outstanding item a responsible person and follow-up date.

Keep the records connected

Use one building file with separate unit records. Keep notices, delivery evidence, responses, inspection documents, and repair follow-up easy to retrieve. Review open items weekly during the response cycle rather than waiting until the deadline.
