A practical NYC owner & manager guide

Start with the right notice packet
Different requirements have different coverage, forms, and schedules. Confirm annual lead and window-guard inquiries, applicable fire-safety materials, and other required notices for each building. Do not treat one mailing date as the deadline for every notice.
The annual inquiry timeline
January 1–15: Deliver required lead and window-guard inquiries. With the January rent bill, the delivery window is December 15–January 16.
February 15: Track tenant responses and identify missing or incomplete answers.
After February 15: Carry out required follow-up and reasonable access attempts. A mailed notice does not end the process.
By March 1: Follow NYC Health’s reporting instructions if required access, window-guard installation, or repairs remain unresolved.
Window-guard rules to keep in view
In buildings with three or more apartments, requirements include units where a child age 10 or younger resides and units where an occupant requests guards. Rules effective in 2026 include a child spending 10 or more hours a week in the apartment. Review window and fire-escape exceptions with the official guidance.
Your mailing checklist
1. Reconcile the building, unit, and tenant roster.
2. Select current official forms and verify required languages and delivery methods.
3. Preserve the packet version, mailing list, delivery date, and proof of delivery.
4. Track each response and the action it requires.
5. Assign missing-response follow-up and document access attempts.
6. Record inspections, installation or repairs, and any required agency notification.
Delivery and records
The annual inquiry can be delivered by first-class mail or by hand; electronic delivery requires written consent. Keep an organized record for each unit. Some lead-related records have separate retention requirements, so do not apply one retention period to every document.
